It depends on which country you are travelling from. Are you looking for a complete flight and tour package or something you can arrange once you arrive. Do you want to cover Cairo, Luxor and Aswan etc or just one centre?
Decisions to be made before I can suggest further.

Depends upon where you go, but in general, yes, it's safe to travel to Egypt. If you are going to Egypt, the only admonition you're given by most foreign office/state department, etc. websites is to avoid any and all demonstrations, should you happen upon them. It's best to adhere to this warning.

This warning is given to all foreign tourists because

a) sometimes the demonstrations in Egypt turn violent, meaning you (as a foreign tourist) could be hurt inadvertently;

b) sometimes foreigner tourists have been attacked during demonstrations (by either side, I understand), and

c) if the demonstrations are halted by army/police and arrests are made, one may find themselves in a prison cell, even though a bystander.

There have been cases of foreign students who were arrested during the January 2011 demonstrations - some bystanding, others actievly taking part. It took a great deal of diplomacy to keep these foreigners from being put in prison and/or eventually allowed to leave the country.

So, if you can abide by that caveat (staying away from demonstrations), you'll usually be fine while in Egypt.

Good advice from Neseret. I would say however that in the area of Luxor that demonstrations do not seem to be an issue now.

One concern is the increase in motorcycle thief bag snatches. It is best to keep any bag to the nearside when walking along a road and try and stick to the pavement. There have been complaints abou the level of hassle from caleche drivers and boat men trying to drum up business in these hard times. However, I have seen a definite reduction in this over the last week or so so I think the message is getting across that it is not good for tourism.
