Is 'emir' cognate with 'jmj-r3'?

Starting Temples of Ancient Egypt (ed. Byron E. Shafer), I wondered, not for the first time, if jmj-r3 / 'overseer' is in any way related to the Arabic term 'emir'-- cognate, a borrowing, or simply a consonantal coincidence? I don't recall seeing it discussed in previous lists of modern words from Ancient Egyptian.

I particularly believe that it is not just a coincidence, but it lacks further evidence.
