I saw that on EEF email or something or another. I don't understand why they can't restore the temples/monuments instead of taking stuff and moving it to Cairo.,

Again, around 2000 BC, there were already monuments here and almost all the kings of Egypt since that date till the end of the Roman period were keen to erect monuments for Amun, Lord of Karnak. Coptic Christians used parts of the complex as a church.

Which state at what moment in time should be reconstructed? And who should decides that?

And, by the way, they still do, where it makes sense ... See the rebuilt chapels and building parts in Open Air Museum and the procession street (sphingen-allee) to the Luxor Temple.

Well, let's start with those group of sphinxes in Tahir square, Cairo. Move them back where they originally were.

That's what I call neo-colonialism ... Apart from that, various antique buildings in the Karnak Temple itself would have to be demolished beforehand (see Elizabeth Blyth, Karnak - Evolution of a Temple, 2006, pp. 114-115).
